Nope. As long as recruitment/HR have submitted the forms to RST you should have the passes within about two weeks I think.

Have you submitted your photos etc to Rail Staff Travel? Your TOC should have submitted a new starter form to RST and you should get passes after that.

The union seems convinced there's no legal obligation. I'm not sure if a tribunal would rule otherwise.
