Why did the SRA allow the order for 9 car 222s to take place, in the knowledge that they would be run to Leeds? As I understand it, they later backtracked; why?

It's such a shame really. Especially with the 323 build in '92. I'd have thought so much better of the train system around Leeds had we had something like the 323s.
