I am pretty sure that's a typo, but I am surprised to see such a typo on the TfL site for ticket acceptance.

Presumably means National Rail - useful for Richmond, Wimbledon, Upminster, Ealing Broadway, Kensington Olympia for example

Actually the fourth day of disruption, services were suspended Earl's Court-Embankment on Mon 12 July at 17.15

Yeah, that's what they meant.
But they usually mention the TOCs to avoid confusion and be clear about accepted routes.
