This coming weekend, the Piccadilly line is closed from Hyde Park Corner to Northfields/Uxbridge.
The TfL website is advising passengers from Heathrow to use the TfL Rail to Paddington, which is going to cost £10.10 on Oyster, compared to £3.10 for the tube journey.
Of course the passenger could use the tube to Northfields, a bus to Hammersmith, another bus to Earls Court, before picking up a District line tube to finish their journey in central London. But even then they are going to end up being charged £1.50 to Northfields and then at least £2.40 for a journey from Earls Court (or more if their ultimate journey was beyond a zone 2 destination).
Is the passenger entitled to ask for a refund of the excess incurred in using the recommended TfL Rail route, or the replacement buses?

No, not if they are travelling on Oyster/contactless PAYG. TfL's Conditions of Carriage set out that you will be charged in accordance with the route you take, regardless of whether this is different due to planned engineering works or on-the-day disruption. TfL may pay a refund for the latter (at their discretion). See condition 8.2.5:
If you use an alternative route to your destination due to delays caused by reasons within our control and have to pay additional or higher fares, we may refund the difference in fares paid.

If you use an alternative route to your destination due to planned or advertised service changes, you are not eligible for a refund.

Thanks .
And if they were to buy a £6 paper ticket for the tube, would they be turned away from the TfL Rail service?

Unless there is ticket acceptance in place for paper ticket holders, I would imagine so.

It sounds like there are replacement buses in operation so presumably these would need to be used.

If you were going to South Harrow or Rayners lane you could save yourself 30p by going to Ealing Broadway and then taking the RRB PL4

Have just had a response from TfL customer services: there will be acceptance of tube paper tickets on TfL Rail. The PAYG fare will be the appropriate fare for the journey, i.e. £10.10.
