Introduction of congestion charging outside London?

What places inside or outside the UK have cracked the problem of urban congestion? Are they using congestion charges?
A good example would be Stockholm which has a congestion charge varying by time. Also in London, traffic levels reduced strongly after introduction of the congestion charge, but not to the same extent as Stockholm.

Singapore which uses road user charging and is moving to dynamic pricing - ie the charge is related to the volume of traffic.

Singapore also has an exemplary public transport system. Can we honestly say anywhere in the UK outside London does? There are some good systems like for example Merseyrail but their coverage of the city is generally poor.

Singapore also heavily taxes car ownership - but it's seen as a 'status symbol' of wealth to own a car, in spite of the excellent public transport system.

What about cities without congestion charges, given that not many cities have them?

It doesn’t just tax it, there is a government limit to how many private cars can be owned in the state. You have to buy a certificate of entitlement (COE) to own a car there, before you can even buy a car. The number of COEs is limited and fixed, each one lasts for 10 years. You buy the COE from Governement in an auction. They are not cheap.
