I know quite a few people who don’t have photo ID it is perfectly possible that someone doesn’t have a passport and doesn’t drive (or still has a paper license if they are older) and it’s a nightmare as more and more places are requiring it.

Another issue I don’t understand is why a significant number of places don’t accept provisional driving license especially high security places such as banks. Surely for identification purposes they are both the same.
