Lead Travel Pass

I recently found this item next to the settle carlisle near armathwaite. I think it is a workers pass the inscription reads Sewell Carlisle with the number 51 stamped in the perimeter.
It is 38 mm dia . Any help on iidentification

Pure speculation on my part but lead was often used for ephemeral items like seals on sacks or packages.
