I suppose going back to brass tacks they’re a private company and can choose whom to offer or not offer their services to, but that doesn’t map to practicality or reality.
They're different to a bus company running commercial services or an open access train operator in that they're under contract to the Welsh Government to run the trains in the way they tell them to.
