The return restrictions concern boarding at London stations only. There are no restrictions from Basingstoke if that is where you are returning from. NRES journey planner shows no restrictions.

What is your origin station?

I am not sure about "promo" tickets, but for most tickets you can look up the restrictions applicable to the exact ticket you hold, at www.brfares.com

For example Exeter to Basingstoke
http://www.brfares.com/#faredetail?orig=EXD&dest=BSK&rte=815&tkt=SOH
Restriction Code: 8A
Available as listed below on any day.

OUTWARD TRAVEL
Valid on any train.
Break of journey is not permitted except to change trains at an intermediate station or to access station facilities.

RETURN TRAVEL
Valid on any train.

Remember that the industry often change the restrictions with relatively short notice, and the open data that BRFares relies upon isn't updated very frequently. To get the latest information, look up the two-character code on BRFares (say it's XX) then go to http://nationalrail.co.uk/XX

Take an example within the SWT PROMO offer restricted area, say Bournemouth to Basingstoke. Restriction code is UM, return direction text is:

Not valid on trains timed to arrive:
London Terminals after 04:29 and before 11:00.
Clapham Junction after 04:29 and before 10:52.

Not valid on any train timed to depart:
London Waterloo after 04:29 and before 09:00; or after 16:15 and before 19:46, except:
08:35 to Weymouth if travelling to Brockenhurst and beyond (including Lymington);
Vauxhall after 04:29 and before 09:03; or after after 16:00 and before 20:04.
Clapham Junction after 04:29 and before 09:08; or after 16:20 and before 19:50.

Any station in London Zones 1-6 area after 04:29 and before 09:29. (Except those stations shown above.)

NRES shows the £26 promo fare valid throughout the evening peak period from Basingstoke.

The SWT T&C text however refers only to 'boarding' at the listed stations:

6. Ticket restrictions on this offer are in place when travelling to/from London between Monday - Friday. Please note that tickets are only valid on trains into Clapham Junction, Queenstown Road, Vauxhall and London Waterloo after 11:00. Evening restrictions apply if you are boarding at London Waterloo, Vauxhall, Queenstown Road or Clapham Junction from between approximately 16:15-19:45. Our journey planner will show you which trains you can travel on.

Sticking the intended journey with approximate times into the journey planner on the National Rail Enquires comes up with the anytime ticket being only £3 more expensive so we'll go with an anytime ticket to save having to worry about the time.

Will the anytime ticket give us the option of using XC for the section of our journey between Bournemouth and Basingstoke?

This one? Definitely, yes, you can use that on CrossCountry as well as South West Trains.
