I have just seen this while looking at the "Shropshire Star" website

"Train forced to make emergency stop by trespassers on bridge​

A Severn Valley Railway train was forced to make an emergency stop after nearly hitting trespassers appearing to be planning to abseil down a bridge near Bridgnorth."

The Victoria Bridge is a Grade II* listed building. Any unauthorised person found on the bridge and damaging it faces criminal prosecution under the Criminal Damage Act 1971. If the damge amounted to unauthorised works, it may be prosecutable under the Planning (Listed Buildings and Conservation Areas) Act 1990 and these penalties are far more severe than those for trespass on the railway and can result in unlimited fines or imprisonment. Incidentally although reported in the Shropshire Star the bridge itself is in Wyre Forest District, Worcestershire.
