If memory serves, Stonehouse has a small garden near the London-bound platform. It's the other side of a fence from the actual platform but I believe it's still Network Rail land and it's called the Station Master's Garden so it counts, I guess...?

Also various stations have gardens because their buildings were converted to private dwellings (though of course they are not open to the public)

Another planet...
Batley is one that may have been there a while, but I only just noticed it today thanks to the impressively tall sunflowers: some look well over 2m, though I was on the opposite platform so my guesstimate might be off.

It's accessed through a gate on the Leeds-bound platform, at the Dewsbury end of the station building. More good work from the Friends Of Batley Station group, though they could have been more boastful about it!

The unused (by passengers) platform at Golders Green Tube station has or rather had an arrangement of flowering pot plants, including some which bizarrely spell out Crossrail :D

Meols has some lovely flowerbeds which are tended for by a local community group. I work at that station quite a lot - it’s always pleasant to see blooms and rather than the usual empty chip packets and fag ends you get at other stations.

Wilmcote in Warwickshire has one on the Birmingham bound platform.
Surprisingly bearley on the single line to Hatton warwickshire has a very small display on a small flower bed.
However wilmcote is quite interesting and is well maintained and watered daily.
Both stations have signs friends off north Warwickshire stations.
West Midlands railways.
