Does anyone know if there is an open-to-the-public way to get a record of just how large the "mainline-registered" rail fleet is?

I suppose I could get passenger stock by cycling through the TOCs, but I have no idea how to estimate freight locomotives and "active" freight wagons. (ie. wagons that are semi regularly used)

Does anyone know if any estimates actually exist?

Try checking the websites of the ROSCOs. The three major ones are Eversholt, Angel and Porterbrook. They normally give information about the stock they lease. Others are Beacon Rail and Rock Rail as well as several smaller players.

You may need to start a spreadsheet...!
