To stand a chance at preventing climate change, you would need a successful green movement in places like China. Not Europe and Australia. That is never going to happen for obvious reasons.
Will there be a demand to replace the rest of the country's third rail for anything other than "safety"? Especially since it is grandfathered in and accepted.
Overground is just a brand for Tfl's suburban rail services. It made more sense for Romford-Upminster to go to Overground instead of the Elizabeth Line.
Why use unproven battery technology when you have a perfectly good third rail? I really don't think passengers on the Island want to be guinea pigs for this.
