I never cease to be amazed at the number of people who are caught out by a ticketing irregularity who have bought their ticket using an app. The railway then digs out all their previous transactions to 'catch up with them'.
Surely if they paid for their ticket at a ticket office or from a TVM...
For me the key question is what are the 12% of tickets currently sold at ticket offices?
If they're all just 'this station to the big town/city' then a TVM should do. If they're all the more complicated, skills/knowledge based tickets then a TVM won't do.

Clagmonster - I don't think that TOCs or Network Rail claim back delay minutes from offenders (not just fare evasion delays but also trespass, vandalism or bridge strikes(? on the last one!)). Usually the scrotes have no assets or income so charging them a few Grand is usually a waste of time.
