I just saw a number of GWR staff waiting outside the main entrance to Cardiff Central vaping. Not a good look. Presumably TOC’s don’t mind uniformed staff vaping in public view?

If it's in a place you're allowed to smoke or vape I don't see a problem.
Completely agree, the same applies to bus drivers who smoke or vape while on their break. I certainly did.

And when I go to the hospital the shelters are busy with NHS staff smoking too. Completely up to them if that’s their bag.
BR used to encourage staff not to smoke in front of the public.

Well it was only guidance of course.
Drinking on duty even in the station buffet was however totally ignored. Probably because the managers were in there too. Smoking was rife in every cab, every messroom & whilst on the cushions in the train carriages. Don’t ever recall it being frowned upon or ever commented on. Was still like this well into privatisation.

I've seen staff leaning out of train doors to have a puff. The main entrance to Cardiff Central is a popular place to vape, so I wouldn't think the average member of the public would notice/care.
(Arguably the worst thing outside of Cardiff Central is the skateboarders, but that's for another day).

If I’m honest I don’t care about vaping around me at all. Smells like a woodwick candle & better than the odour that some omit.

I’ve seen a Sainsbury’s member of staff smoking outside Sainsbury’s. Am I bothered or go running to the Daily Mail. No. Staff need time to get out in the fresh air and smoke/vape if they wish too.

Call me old-fashioned but smoking and vaping in view of customers whilst in full uniform is unprofessional. Whenever I've visited Bristol Temple Meads I've found it particularly unpleasant. You exit the station and greeted with diesel fumes from the taxis, smoke from cigarettes and clouds of vapes to walkthrough. Although to be fair Temple Meads need to make main entrance/exit no smoking for everyone.
I would have thought most TOC uniform policies prohibit this already. My TOC does not allow consumption of food in view of customers let alone smoking.

Only time I have ever heard that was for booking office staff sitting at their desks in front of customers. If on their break outside the front of the station (or on it) they are totally entitled to shove as much food into their mouths as humanly possible.
Eating in view of customers is a strange TOC policy considering was it not one of the T&C changes that all TOC's via HM Gov handed to the RMT for Conductors that meal breaks were to be made on trains in the saloon as long as a working toilet was available?

Traincrews carry tea/coffee around with them all day and eat/drink when they deem fit.
Is it unprofessional? sure. Is it worth complaining about? Not really. If their employer hasn't provided adequate facilities then where else are they expected to do it?
surprised that's a thing in general - every NHS hospital i've been near has clear signage saying it's banned anywhere on their property. I get the intent but OTOH it seems preferable to let them do it somewhere safe and convenient rather than next to the main road or right outside the boundary.

How on earth does that work for the poor staff that smoke? I noticed it worse at Addenbrooke’s hospital in Cambridge a few years ago where most shelters were very busy and the biggest food queue for staff was at Burger King.

They always used to be or with lanyard. Apparently something has changed in the last few years. I didn’t even know you can’t smoke anywhere in the grounds now. Ironically lots of the public stand smoking outside & around the bus stops at my local hospital.
So strange we’ve ended up comparing railway staff and nurses again which is my pet hate & this time all my fault

No such ridiculous rules on the railway. Smoking facilities are provided for all staff.
We don’t tend to produce food either.
