I don't see how this is a problem as long as you have a valid ticket for every journey you make.

If they don't want Dublin residents to use them they need to come up with a fair way to implement restrictions.

Should an Irish citizen who lives outside Ireland not be allowed to use a visitor card if they are visiting Dublin for 3 days? What does your passport have to do with it?

Calm down.. restrictions is the plan. A ferry or plane ticket at point of purchase.
When you get someone going to work on a building site in cement covered clothes claims he is a "tourist "...

Regular leap cards will work as normal. Visitor leaps... we will see what the NTA does.
I can't say too much here but the issue is people with foreign passports that live and work in Dublin (they claim they are tourists) and those that accommodate the hoards of Spanish school kids during the summer, seem have discovered a loophole.
It is possible to get 5 days out a 3 day card for example.
Sounds like I underestimated the issue.

I still have my Leap card from my last holiday there in 2016.

As it is, I am spending 3 full days in Dublin but will also need a single from the Airport to the city centre.

Maybe for my initial journey into town I shall use one of the coach operators, just for a change.

See if you can top it up. It may not be cancelled.

6.12 A Leap Card that has been inactive for a period of more than 24 months shall be deemed to be dormant and the Authority reserves the right to cancel such dormant Leap Cards.

I can present it at the Dublin Airport info desk, and either top it up or replace it as required.

In the Leap app, under menu-card information it will tell you the card expiry date.

For normal cards this expiry date is dynamic, it periodically extends the expiry date on in use cards. It is only the visitor cards with a fixed expiry date.

I have yet to see a regular plastic leap card which has "expired". I have tons of leap cards that have been in a box for 3 years that were still active last time I checked.
From my understanding (I have never seen it happen), should a regular, plastic leap "expire", it can be reactivated simply by putting it in the leap pocket on a IE or Luas TVM.
Edit- Found one there, last used and topped up in 2019. No money on it. Expiry is 2032.
