They can definitely hold multiple packet types - next signal aspect and upcoming speed restriction, for example.
I'm not sure why you'd do this as opposed to just using the correct message format for speed restrictions as part of a proper ETCS fitment.

This is a significant improvement on the old map. I agree with the suggestion that TPE is poorly represented - especially between Leeds and Manchester - and should probably be included at least as a "frequent service from another operator" as a separate line.

The version of Seltrac used on the DLR is antiquated in so far as it is no longer offered for sale. Hitachi recently (2024) purchased the product from Thales, and I strongly suspect that there are no longer any members of staff on the team familiar with the legacy version.
The junction layout renders any use of the through line in the up direction impractical. The only regular use it gets is from LNER ECS workings in the Leeds direction as far as I know.
