Up skilling? You'll be asked/shown how to log in, check emails or read a PDF, not write code... though I agree any training someone might genuinely need should be in company time. Do you get paid extra for driving a train that has a high degree of computerisation vs an older train?
What sort of payment are they looking for? If it’s to cover electricity for charging then fair enough (unless you also use it for personal gains), but as tablets are a quality of life improvement compared to lugging around multiple physical items this is not a battle I’d personally pick/support.
That was more due to the design of the spigots on certain wagons, they were since modified to stop that sort of thing happening with other mitigations also put in place.
TWPS is designed to mitigate SPADS (ie stop the train within the overlap distance), not stop them completely. If a train was going fast enough and a level crossing was within said overlap it could reach the crossing with little to no warning...as happened in the Sandwich incident a couple of...
If you are going to use words or phrases like "black hole" and "money pit" or claim railfreight are receiving hundreds of millions of subsidies to move "a tiny portion of freight" can you at least post a source on it.
There are thermal detectors that have a wider view of the passing train but these a few and far between and seem to have more false positives than not.
RAIB would have been notified with the relevant information and then would decide what action they take. As this was caused by a signal passed at danger and derailed on trap points as designed, they probably decided there was nothing for them to investigate.
