Advice needed- change of location before applying

Hi all, just after a bit of advice. I am currently based in London but will be looking at moving out of the city in the next 6 months. If I were to apply for a trainee role, I know that TOC's will rule out anyone not within 45 mins of the depot. My idea is that once i, hopefully, receive a job offer I would then relocate to that city.

Will I be considered by TOC's then because Im not sure where I can explain to companies my plan on a recruitment page?

Most companies won't entertain trainees relocating, some will some won't but you'll find it hard as a trainee applying whens there's other's that already live there and dont need to overcome that hurdle.
