British Rail "Permeant Way Notes"

Does anyone know how to find the old British Railway's "Permanent Way Notes". I've been having a look online but can't find them - are they available in a library somewhere? In particular, following my posts on buffer stops which then led into a discussion of sand drags I was just trying to find the 1964 "Permanent Way Notes: Sand Drags" from BR Chief Civ Eng. Office (XP119-XP120). Any idea where I might find it?

There's material in the national archives at Kew? That might have something.

It also contains papers dealing with new track repair, high speed track and routes, plant and machinery, testing equipment, materials and container terminals.
