Could someone please explain what "statutory powers" are that will allow trains to cross two major roads?

"A national inspector of railways has said there is no reason why Oswestry’s heritage railway can’t cross trunk roads near the town.

The Cambrian Heritage Railways wants trains to cross the A483 south of Oswestry and the A5/A483 to the north.

Those behind the plans recently met David Keay, HM Principal Inspector of Railways.

He said statutory powers for the line between Gobowen and Llanyblodwel remained, which would allow its use by either a heritage railway or for freight".

From what I can glean from their site, the line was "mothballed". If it was never formally closed, then grandfather rights apply. The legislation that allowed the building of the line in the first place is still valid.

I believe that's how the Ffestiniog/ Welsh Highland have been able to lay track up Porthmadoc High Street!
