Mainline services on the Severn Valley Railway

So I saw that West Midlands Railway had apparently been planning to operate services on the Severn Valley Railway, at least as far as Bewdley, by 2019 - only this never happened. Does anyone know why not, and if it’ll ever happen in the future?

There are probably a multitude of reasons I haven't thought of but I would have imagined that Covid alone would have put paid to any ambitions to introducing services to Bewdley. There was a similar proposal for Stourbridge to Brierley Hill if I recall also that disappeared at the same time. I'm not sure if they were ever serious proposals but someone can correct me on this.
