For anyone who might be interested, the Timetable Planning Rules and other NR info. can be downloaded from here:
https://www.networkrail.co.uk/industry-and-commercial/information-for-operators/

1. Scroll down the page to Operational Rules (EAS-TPR)
2. Click the link "Opertional Rules (zip folder download)"
3. Use your computer to "unzip" the files you want from the zip folder.
(You may need to download a file "zip" utility if there is none on your computer; several free versions can be found by internet searches.)
These documents give a lot of information about timetable planning and timing allowances, etc.

(Moderators - please move if you think there is a better location for this info.)

In case anyone comes across any issues with the document, it only works for me using Internet Explorer; Chrome and Edge don't seem to be able to cope with it. I don't know why.

I noticed this too. You can view all the documents in the downloaded zip file, but it requires a bit of lucky clicking to get to where you want.

Worked OK for me, but I used Firefox. I think that some browsers block access to "scripts" and other things that their designers dislike.

Perhaps I should mention that the timetable planning documents also include lists of the "usable lengths" for all available platforms at all the stations, including cases where that length differs dependent on the direction of travel, plus some rules about "stacking" of more than one train in a platform, as I have noted discussions about such matters elsewhere in this forum.
