S19 permits and driver CPC

Hello,

I am after some clarification regarding S19 permits and driver CPC.

I have a mate who has a D1 entitlement on their licence with code 101 not for hire and reward.

Can they drive a minibus on a Section 19 permit without a driver CPC, so in theory start work straight away?

I can’t see why not, s19 won’t be for hire or reward (as I understand it) and it would be weird if having the restricted D1 was more restrictive than not having it at all.

I thought it only applies if you want a D1 licence without the 101 restrictions.

I am not so sure because https://www.gov.uk/guidance/driver-cpc-exemptions-examples does not specifically mention S19 and S22 permit driving as an exemption (which one might expect it to do if that was the case) and it references "non commercial carrying" rather than not for hire and reward.

I think the very specifics of the activity of the permit holder would determine whether a driver cpc is needed.

But s19 should be non-commercial by the definition they use there.

AIUI, S19 and S22 permits define the work to be undertaken, not the driver qualifications.
I would strongly suggest seeking clarification from DVLA (or whoever they are this week). Driving without the correct qualification can drop the licence holder in big trouble. It may be that a dCPC is also required.
