Walking the North Staffordshire Railway - Is this line permanantly stuck in Limbo?

A walk along the NSR from Silverdale Tunnel via Keele right the way through to Madeley Junction & the West Coast Mainline.

It does seem a lost oppertunity, should rail traffic never return, to at least create a smashing walking and cycling route here?
