Can I use my Merseytravel "Local Concession" over 60 pass on any TOC within the travel area without charge (e.g. Liverpool Lime St. to Liverpool South Parkway on the EMR service)?

Without restriction, all operators - EMR, LNR, Merseyrail, Northern, TPE... the pass on it's own is fine as long as i) the time of day is right, and ii) both stops are within Merseyside. (ie limit is South Parkway for south, or Hough Green for east).
Nottingham based guards may not quite understand that, but it's quite clear.
They also, for example have to accept GM cards from Stockport to Manchester (and maybe Irlam/Urmston for ones which occasionally stop there).

When gone outside the area, i.e. Bryn / Wigan and Warrington Bank Quay, purchase tickets from train guard without any problem (and nothing from the guard to suggest otherwise).The ticket for any extension to the journey outside of the Merseyside area should be purchased where possible before getting on the train and not from the train guard unless there is an opportunity to purchase before hand.

I agree that any extension ticket should be purchased before the journey commences, if facilities are available. Relying on obtaining such a ticket from the guard is fraught with issues. For example, guard doesn't come round, guard comes round after passing the last station on which the first ticket is valid, guards ticket machine is broken etc etc.I stand by my original comments. It is a requirement under the conditions a travel and railway byelaws that customers have a ticket prior to boarding for their entire journey when an opportunity exists to purchase before the commencement of travel.
