I dunno about anyone else... but I think that after the rush to get 011 repainted, and leave 010 out in undercoat, beyond the 6 months it's already been operated in, there was an expectation 011 was planned for something special

I'm well aware that's how the UK system has worked for many years now. Simply making the point.
There are areas stock has been required for years and the DfT has steadfastly refused to LET the TOCs order stock. Instead we're now in a situation where any planned orders are all going to be placed around the same time, for delivery in the same time window.

Given most of the recent focus will have been on modifications to the already released 69s, finishing 009 would have been of far less importance.
I'd imagine now all the finished 69s have flown the coop, attention will be turned back to 009 and Co...
