It would be really helpful to the average train user if GWR published an explicit list of 1600-1930 trains from Paddington that ARE valid with an off peak ticket, rather than a whole slew of restrictions where you have to go and look at what is scheduled for the gaps in the restricted times, and...

Agreed. There's a lot of misunderstanding about how much "the government" actually does. The civil service does most of everything in terms of administration, the government tries to influence their actions in a few places, with more or less success.

The tone of that RMT release seems very positive, unlike others in the past. E.g. they're quoting the big percentages and ignoring the fact that they're over 2 years. Rather than saying it's a measly 5%, or whatever, this year So presumably the "modernization" of maintenance will just happen...

I don't think so. My reading is the convergence process only starts after 5 years, and even then, they still get the same money, but half of it not as salary.
