A much easier and simpler way to have abolished returns and to have single fares

I mentioned something similar in one of the previous fares reform threads in that the much easier and simpler way to have abolished returns and to have single fares was as follows:

1) Freeze the price of Standard and First Class flexible singles
2) Gradually increase the price of Standard and First Class flexible returns
3) When the price of 2) above reaches double the price of singles, that would be the ideal time to abolish returns.
4) Always allow break of journey other than changing trains on flexible singles (Advance fares would retain no break of journey except to change trains as present)

This could have happened years ago, if the government were forward thinking at the time.

At a time of low inflation, which has been most of the last 20+ years, that would have been a project of such long term that no government would have considered it.

Also, how would this have been simpler than pricing the new singles at half the cost of the relevant return?
