Answer criteria for structured interview

I recently attended a structured interview but failed with my answer to an emergency situation/ unexpected event. The interviewer would not take my first two examples but settled on my third. I thought it covered some good skills that would be expected of a train driver so am a bit miffed at failing. Does anyone know what specific criteria they are looking for in an emergency scenario?
