From ATW website
You can buy GroupWales tickets at any station, National Rail Appointed Agent, or from the conductor on the train if you are travelling from an unstaffed station.

At any manned Arriva Trains Wales station. If boarding at an unmanned station, Group Wales can be purchased on train.
This is interesting as both the FRPP and the National Rail website both state they can only be purchased at ATW Ticket Offices.
