Even if the parliament service doesn't run, aren't there still passenger services in the form of West Ealing - Greenford (GWR), and Greenford - West Ruislip (Central Line) covering the whole section exact?
The fact that you can travel between West Ealing and West Ruislip by alternative means is irrelevant in terms of running the parliamentary service which aims to keep the whole route open for passenger trains, including perhaps most importantly Greenford Bay Junction to Northolt Junction which is not served by any other regular passenger services, only freight.

Doesn't Central Line operate between Greenford Bay Junction and Northolt Junction?

No, those are junctions on Network Rail metals. They are, admittedly, very close to the Central line.
