So what is the future for Transdev’s 24, 25, 26 in York? Are there any changes proposed and or these routes to be put out to this year?

Consultation closed on January 17th. Includes service 1, 11, 13 and 19 as well. Is 29 tendered by North Yorkshire County Council?

It still shows 12 and 14 as operated by Transdev despite East Yorkshire (using York Locals brand) Operating 12.

It doesn't mention who runs service 12. It does say for the 14 and most of the other routes.

It's proposed to withdraw support for journeys with very low usage and high cost-per-passenger, specifically the journeys timed at 10:32pm, 11:17pm and 11:19pm, Sunday evening journeys on service 1, and potentially the pre-6.00am Monday to Saturday journeys.

Service 11​

It's proposed that all service 11 journeys will operate via the South Bank loop. In addition, it is proposed that the service frequency will reduce from every 50 minutes to an hourly service.

In parallel with this change, it is proposed to remove the service 26 South Bank loop (more details below).

The proposed changes to service 11 will result in the South Bank part of the route (currently labelled ‘evening journeys only’ on the First Bus York map) instead being operated throughout the day.

Some proposed changes for First York 1 and 11. 11 interests me the most, it would allow for people in South Bank to have a more frequent service to Bishopthorpe (21 is bi-hourly and passes through Bishopthorpe) and a faster one, as well as a service through to Heworth. I personally think it makes more sense than the 26 as 26 went to Fulford and it's faster to walk/cycle across Millennium Bridge than get the bus and 11 would allow for more services to Bishopthorpe and Heworth.


Services 12 and 14
It's proposed to merge services 12 and 14 into one contract to offer a more efficient service, and better value for money. No overall service frequency reduction is anticipated and all stops will continue to be served, however minor timetable changes would be required to interwork the 2 timetables.

This means that 14 will likely end up operating under the York Locals brand instead of Transdev. 14 is a night bus service and follows the route of 12 between the City Center and Foxwood and route 13 between Haxby and the City Center.

The main thing from this regarding Transdev is below
It's proposed that the contract for services 24, 25, and 26 will be retendered to provide an hourly service to Acomb and Derwenthorpe and a half-hourly service to Fulford Crossfield Crescent and Germany Beck. The proposed new service numbers are:

  • 24 - Fulford; Acomb (incorporating half of the current route 26 and the current route 24 as far as Acomb shops)
  • 25 - Fulford; Derwenthorpe (route unchanged)
This proposal will result in the loss of a direct link in one direction from Fulford to South Bank. (Note, it is already not possible to make an unbroken bus journey in the other direction, from South Bank to Fulford).

Service 26 will be merged with service 24 as above.

No route changes are proposed to service 25, other than serving Germany Beck via the same route as the proposed route 24 (Thornton Road, Bishopdate Way, Whitting Close, Porter Avenue, Thornton Road, Fordlands Road to Crossfield Crescent).

Following a period of consultation, the feedback will be taken to an Executive meeting in late January, with a view to implementing some of the changes at the end of April 2024 and others later in 2024.

This means simpler operations for whoever operates these services once the winner of the tender is announced and a direct service between Acomb and Fulford, service 11 will cover the South Bank loop currently operated by 26.

Services 16 and 24​

It's proposed that bus service 16 is retendered as a longer, hourly route, taking in the Ascot Way loop from service 24. This proposal would reduce the frequency of service 16 from every 45 minutes to every hour. There would also be a loss of the direct link from Poppleton Road to Ascot Way, with a change required in Acomb.

Service 16 is currently operated by Connexions and is usually operated by an Optare Solo.

Description of proposed route 1A:​

York; Haxby (West Nooks):

From Station Road (York Rail Station) via Museum Street, St Leonard’s Place, Gillygate, Clarence Street, Haxby Road, Hawthorne Terrace, Haxby Road (New Earswick), York Road (Haxby), Eastfield Avenue, Oak Tree Lane, Holly Tree Lane, York Road, Station Road (Haxby), Towthorpe Road to West Nooks (Haxby).

Haxby (West Nooks); York:

From West Nooks (Haxby) via Towthorpe Road, Station Road (Haxby), York Road (Haxby), Holly Tree Lane, Oak Tree Lane, Eastfield Avenue, York Road (Haxby), Haxby Road (New Earswick), Hawthorne Terrace, Haxby Road, Clarence Street, Gillygate, St Leonard’s Place, Museum Street to Station Road (York Rail Station)

Would this mean less frequent service on 1 to Chapelfields or would it run in addition to the 6bph on 1 ran by First between Haxby and Chapefields?

The whole lot will be up for tender and who works them at the moment is irrelevant.

It appears from delving into information on the website of the new York & North Yorkshire Combined Authority https://yorknorthyorks-ca.gov.uk that it will take over transport powers from both councils, so it will be intriguing to see how they square the minimalist approach to bus subsidies in North Yorkshire with the more generous provision within York. There is a presumption by the Dept for Transport that the refreshed Bus Service Improvement Plan will be produced by the Combined Authority, again a clash between a well-funded one (York) and an also-ran (North Yorks).

Presumably relevant staff from the two councils will transfer, that could be an interesting meeting of minds.

A bit of a development here:

York: Council agrees to ‘heartbreaking’ cuts to bus services


“Heartbreaking” cuts to bus services will save the City of York Council £200,000.

City of York Council’s executive approved cuts to numerous bus services, with reduced lengths and frequency for some routes, which could be enacted as early as 2 June.

The decision has been made due to the council no longer being able to subsidise routes that are socially necessary but economically unviable.


Explaining the recommendations, Michael Howard, head of highways and transport, said: “The issue is that the operator [of the 13 bus service] wishes to reduce from a four to three bus operation and whilst we have asked him to continue to operate that service, he has declined to do so.

“We have therefore been speaking to the operators of First Bus [about] what parts of that service they could pick up.”
Wonder why they do not name the operator of the 13 - Connexions / Harrrogate Coach Travel. Afraid that Craig Temple might go off on a rant on Facebook?
