I was delayed recently on Thameslink twice in one day and was using Oyster PAYG to travel.

During the first journey (47 mins delayed) I reached the daily cap so the cost was less than the standard journey and the second (17 mins delayed) journey was effectively free.

Can I claim delay repay for what was effectively a free journey?

If so, would Thameslink treat the daily cap as a the equivalent of the relevant Travelcard price for these purposes and compensate based on that?

It's not clear how TOCs treat capped Oyster cards. I would claim delay repay for both journeys enclosing your full journey history and see how they treat it. You should at least get back half of what you paid for the first delayed journey.
