From what I saw services north of Preston were hit, with southbound TPE services from Scotland terminating at Preston, while Northern services from Barrow were terminating at Lancaster platform 2 (proving it can handle class 195 sets)
Several cancellations on the Morecambe line (including the Heysham trip) due to staff unavailability, which may or may not be related.
RRBs were announced from Preston with the first rail service Preston-Manchester (ex Blackpool) posted as departing at 12:21 though whether this ran I don't know. I baled out and stopped in Preston instead

Major disruption on Manchester trains after all lines blocked
Train services are being cancelled or delayed
Passengers are being warned of major disruption on trains in Manchester city centre today after all lines were blocked due to an 'object' on the overhead wires.
The object was caught on the wires at Deansgate station, according to National Rail. All lines running through the affected area to and from Manchester Oxford Road were blocked from around 11am.
Train services were being cancelled or delayed on East Midlands Railway, Northern, Transport for Wales and TransPennine Express services. The lines were re-opened at around 1.30pm but major disruption is expected to last until around 3.45pm this afternoon, with services hit by delays of up to an hour.
The routes affected include East Midlands Railway between Liverpool Lime Street and Nottingham / Norwich and Northern between Barrow-in-Furness / Windermere / Blackpool North / Liverpool Lime Street and Manchester Airport, and also between Southport / Liverpool Lime Street and Manchester Oxford Road.
The TransPennine Express between Edinburgh / Glasgow Central / Saltburn and Manchester Airport, and also between Liverpool Lime Street and Cleethorpes routes are also affected as well as Transport for Wales Llandudno and Manchester Airport.
