Does limiting which seats can be used increase rather than decrease the risk of infection?

As is well known, both rail and bus operators have closed off access to a number of seats in order to reduce the risk of cross-infection.

Given that the Covid-19 virus is spread by contact with surfaces as well as air transmission, I am left wondering whether this is the wisest approach. Having a limited number of seats in use means that a few seats are occupied on multiple occasions by different people. However, if people were able to use whichever seat they wished, whilst still limiting numbers on board and applying social distancing, the random range of seats used would be likely to reduce the number of times the same seat was occupied. Would that not be a safer approach?

Given the time periods the virus can apparently remain on surfaces, I suspect it probably wouldn’t make a difference during the day, and taping some seats off probably makes the overnight cleaning process easier
