Just to make clear, I specifically meant season ticket holders unable to make the entirety of their usual return trip were told to claim - that is, using delay repay even when they hadn't travelled at all. Is that still happening at all?

Sometimes, on really bad days, SWR twitter says that season ticket holders can claim delay repay. I'm sure they're not the only TOC to do so.

edit the last time it was relevant to me was ages ago so I don't know for sure that they still do this...
They do this as a streamlined way of paying compensation for the service. I think it's unique to SWR.

During the national strikes GTR asked annual travelcard/season ticket holders to claim through delay repay for a 120+ minute journey to get a refund for that day so maybe it's a bit more widespread these days

The TfW Delay Repay web site asks if you travelled or abandoned your journey.
If you say you abandoned it, it says:

"As you told us you abandoned your journey and did not travel, you must contact the original ticket retailer for a refund. (Please note this does not apply to holders of season tickets or Multiflex tickets, who can proceed with their delay repay claim as normal)."

I don't know how one proceeds with a delay repay claim as normal for an abandoned journey, given that it's not normal thing to make such a claim via Delay Repay.
