Free public transport in Luxembourg.

Also, was it Belgium and/or Luxembourg that had free public transport for some local areas?

Luxembourg has gone to free public transport nationally.

BE/NMBS=SNCB offers some very low fares for more regular travellers. F.e. seniors>65 (any, not just from EU) can use a dayreturn for 7,20 (MO/FR >9.00), juniors the Go1 pass, single for about 5€, anyone the 10-rides (not all the same sectors) for less as 80€.
The flemish bus+tram deLIJN also has some very low fares and many local councils even offer more reductions-some only for their own citizens, others as ´free´ travel in that zone for anyone or on specific days.
In nearby North FRance-and very close by to your island in the NorthSea-the urban systems of first Duinkerken/Dunkirk/Dunkerque and later also Calais offer free rides. Other nearby towns like Boulogne have fares as low as 1€.
There is a specific site ´freepublictransport´ but it seems a bit dated though.
And well-not free, but @ 30 cts/day nearly so: In DE=Germany there is most likely a monthly ticket for local transportations for just 9€-valid in the whole country (except the flashy IC/ICE etc.) for june-july-august coming.

I did notice in Belgium too that prices are significantly lower on weekends. I made a journey from Charleroi to Tamines and back in March for 5€ which seemed to be decent value.

Notably fares remain for 1st class on trains in Luxembourg but I'm sure its again a very low fare.

The city of Douai in Northern France has had free local bus travel since January 1st this year.

Througout the Hauts - De - France region the Arc-En-Ciel network, which operates outside the big urban centres, charges a flat fare of €1.00 for a single journey, regardless of distance.
