Apparently there are few lines in India that have any kind of train control to prevent SPADs due to human error, even a system like the UK's AWS is not present. Apparently they tried a form of AWS and had too many problems with theft and vandalism of the track side magnets.

They are rolling out a system called TCAS which is an indigenous and lower cost version of Europe's ETCS. It has been tested and is planned to be initially rolled out for suburban lines.
