Laying hands on old WTTs

Good evening.

For a project of mine, I require a copy of the Summer 2003 WTT. Where, if at all, could I lay hands on one? Would Network Rail have old WTTs saved on a file somewhere or would I need to go to the NRM or the National Archives?

Failing that there are always WTT on eBay although maybe not so much for the era you are looking for.
