London Waterloo Peak-Only Underground Access - Opening Hours

Just a quick question - is anybody able to tell me what the opening hours are for the peak-only staircases at London Waterloo from the platforms down to the Underground please?

Google isn't proving very helpful today.

Isn't it now open near enough all day, mainly to give access to that new shopping centre underneath the former International station?
