Mersey rail 16-18 for child

My dad was travelling with my nephew who is 13 and in his confusion he brought an adult day saver and 16-18 day saver

They received a penalty fare notice because of no id for the 16-18

What are the chances of appealing? It is the same price as a child’s ticket

So a penalty fare has been issued to a 13 year old who I assume clearly looks 13.
