On a train somewhere in Europe
Do you mean just for passenger trains? Many countries have an "app" (at least for Android) that will show you how the passenger trains are running.

Regarding freight, the only site I know of that will show you the locos, but not exactly what they are working is this one in Hungary. Slovakia also have a useful map but it only shows passenger trains and not what's working them.

In Finland (nearly) all rail data is public: https://julia.dy.fi/

So, for example, all movements at Karjaa station today: https://julia.dy.fi/timetables?s=Karjaa&d=2.3.2018
For a specific train: eg: Pendolino S975 Helsinki-Turku: https://julia.dy.fi/live/train?n=975

Even works via Google Translate: https://translate.google.com/translate?hl=en&sl=fi&tl=en&u=https://julia.dy.fi/live/train?n=975 just be aware it translates place names too :)

Edit: found this: https://junatkartalla.vr.fi/?lang=fi-FI which is the official live map of all passenger trains from VR. If you click on any of the trains, eg: S975 mentioned above it now shows it at 6 mins late, its next stops (Kupittaa and Turku) and also its current speed (at that moment 131kmh)
