Mentioned in the West Midlands ITT is this suggestion:

A description of how the Franchisee will utilise smart ticketing
technologies to provide customers with a flexible and convenient
solution when travelling into and around London from stations
between London Euston and Northampton and Watford Junction
and St Albans Abbey, and also for customers making
intermediate journeys on these routes. Bidders may consider,
for example, TfL ticketing technologies (e.g. Oyster/Contactless)
or a Franchisee ticketing technology that integrates with the TfL
ticketing area.

I doubt that Oyster will reach that far - if only because c. £30 is a pretty high maximum fare for someone forgetting to tap out at an intermediate station.

More likely is a smartcard system that's compatible with Oyster and can hold travel cards.

It's just words really. The LM Key card should be able to do that already, like the Southern version of the Key?

However, it's something of an admission that the DfT have dropped the ball with ITSO, now suggesting that applicants think more about Oyster and Contactless - as was always predicted in the fares forums.
