Padd to Penzance part cancelled, and return cancelled throughout

Today, 1C83 0706 Paddington to Penzance appears to have suffered a fault with the brakes between Westbury and Taunton, and was terminated at Exeter. The return working 1A89 1303 Penzance to Paddington was cancelled throughout as a result.

Is the failure to provide a replacement unit at any point between Exeter and Penzance for what is normally a busy service, but particularly in half term week a symptom of HST stock being taken off lease too early?

Assuming it was the set that was in Riverside Yard when I went past, the leading power car was 43129.

Reported by the driver at Westbury and went forward to Exeter at reduced speed arriving 45 minutes late.
