That design is wholly reminiscant of the NYMTA of the 1950's. It's a cheap design, already established and requires little development. They are so similar to NYC's current fleet that the only way to tell the difference is by the color of PATH's. It's incredible what is used world wide. All over the world, Asian companies, European the UK, all of them have pushed the design envelope. The newest tube stock is so cool. Adapted to what is needed, yet still with an original style. The surface stock as well. If you take a look at the experiemtnal stock of the BRT/BMT NYC in the 1930's and 40's, you'd see the potential of the old school. But now it's all cheap and cheaper. When I think of what small amounts of inspiration and imagination could be administered to these boring designs, it makes me sick. There are so many images on cool and even outlandish designs that there would be no space to see them all. Philadelphia has 2 designs, 1 for elevated and one for subway. They are not elegant or exciting, but at least the subway cars have orange upper halves. The elevated stock looks like giant refrigerator boxes on wheels. Odd.
