Good evening,
I am not sure if this is in the correct thread, feel free to move this elsewhere if necessary.
Can anyone advise me who works out the timetables for railway routes, is it the individual TOCs or Network Rail working with the TOCs. Who has the final say in timings/routings etc. IE, if a TOC wants to add or withdraw a service/destination or route, can they just do so, or do they have to refer to NR or the Department of Transport? It is a subject I am interested in, perhaps with a view to working in a timetable planning evvironment.
