Scotland Fair Fares Review Published

Transport Scotland's Fair Fares Review has now been published, with a Main Report and number of supporting documents.

I've not managed to read it all, however thought I'd start a thread for discussion as no doubt will have impacts on rail fares in Scotland.

I have had a quick read of the Review and it contains nothing of any significance. The only rail outcome is:

Action 3 - Rail
We expect ScotRail to deliver increased sales of intermodal tickets to pre-pandemic levels in 2024.
We will monitor and evaluate the ScotRail Peak Fares Removal Pilot which has been extended until June 2024, to inform medium to longer term rail fares reform.
We expect ScotRail and CalMac to develop a partnership agreement that will deliver a number of benefits for passengers including joint timetable development, and explore a future digital solution for ‘Rail & Sail’ tickets and improved collaborative working especially during disruption.

Options to extend free travel to Subway, Edinburgh Trams, Rail and Ferry services were all reject, mostly it seems on cost grounds.

A good example of the type of "Actions" to be progressed is:

Action 1 – Bus

We will continue to develop policy to consider the best way to provide free bus travel to people seeking asylum, including delivery of the one year £2 million funding commitment for 2024-25 that was announced in October 2023.

We will think about thinking about spending a small pot of money.

Mostly reads like they had to publish the Review as part of the Bute House Agreement, but as we all know have no money to actually implement any new policies.
