Stratford to Colchester Super Off Peak Return validity

According to brfares, the Stratford to Colchester Super Off Peak Return carries a D4 restriction and for Monday to Friday has the wording:

"Not valid on trains timed to depart:
  • London Liverpool Street after 04:29 and before 12:00 or after 15:58 and before 19:02;
  • Stratford (London) after 04:29 and before 12:07 or after 16:05 and before 19:09"
Both trainsplit and nationalrail.co.uk will give itineraries on the 1555 departure from Stratford, changing at Chelmsford onto the 1635 to Colchester. This train to Colchester departs Liverpool Street at 1602 so why is the itinerary valid?

To get the itinerary on nationalrail.co.uk it is necessary to specify Chelmsford as a change at location.

The unpublished restrictions that drive the journey planners give the restrictions in the form of eg. ‘Not valid to depart (Location) 1600-1900’,rather than “Trains timed to depart (Location)” as found in the human readable restriction.

There is no unpublished restriction entry for Chelmsford and you leave Stratford at a permitted time so the itinerary is given.
