Having looked at the Southeastern online timetables it seems that Swanley is being shown only with arrival times in the London-bound direction, suggesting it may be set down only. Is this the case? If so, how can one travel from Swanley to London Victoria?

Don't think that's the case. Maybe arrival and departure times in the working timetable at Swanley are sufficiently close enough to each other that there's apparently no difference in the public timetable, so only one is shown.

not true, this is the Swanley to London table 7 which has both arr and dep rows

because that table in isolation is not the one with the full service from Swanley to London, nor is table 3a
